Overview of Changsha
Changsha is located in the northeast of Hunan province, and on the middle reaches of the Yangtze River and lower reaches of the Xiang River. With the Changliu Basin to its west,[link widoczny dla zalogowanych], Changsha also borders Zhuzhou and Xiangtan to its south, which has been established as the core of the city cluster that consists of Changsha, Zhuzhou and Xiangtan.
With superior geographical location in the economic sense, Changsha is one of the major cities under the Rising of Central China Strategy. Changsha is not only a transportation hub for the inland to go to Guangdong,[link widoczny dla zalogowanych], Guangxi and coastal areas, but also a conjuncture of the Yangtze River Economic Belt and South China Economic Circle, which has provided favorable conditions for it to conduct close economic cooperation with these two major economic regions. Over these years, Changsha has become a good supporter for development of areas along the coast and rivers, and a leader for development of the western China. As one of the major base cities in Hunan province exporting capital, products, technology,[link widoczny dla zalogowanych], information and human resources to southwestern China, Guangdong and Hong Kong, Changsha is now playing a pivotal role in China’s economic strategy thanks to its role as a link between the north and the south, the west and the east.
As one of the major higher education and R&D centers in China, Changsha has abundant technological and human resources. Well-developed communication and transportation infrastructure has created a solid basis and favorable conditions for Changsha’s efforts to develop service outsourcing. In December 2007, Changsha was designated as China Outsourcing City Base.

Taking advantage of its current basis and favorable conditions, Changsha is to build itself into a modern service center that can serve the whole province, radiate out to the central west, and impact on the whole country, with efforts focused on building Changsha into a regional logistics hub, financial center and outsourcing base. By 2010, the added value of the Changsha service industry will have reached RMB 155 billion, with 40% of the total employment serving in this industry.
For the service outsourcing industry, Changsha will target high-end outsourcing business and big offshore markets of Europe, US, Japan, South Korea and Hong Kong. At the same time, Changsha will also take domestic outsourcing business from the Yangtze River Delta and Pearl River Delta.
The targets of Changsha’s service outsourcing in 2010 are as follows:
1. The output value of outsourcing businesses will reach RMB 30 billion, with US$ 100 million exports.

3. Ten international prestigious companies will shift their outsourcing business to Changsha.
4. The number of people specializd in service outsourcing will reach 100 thousand.
Preferential policies of Changsha Government to encourage service outsourcing
