General Administration of Customs Ministry of Commerce on international service outsourcing business imports the Pilot Work of bonded supervision

Dalian, Harbin, Shanghai, Nanjing, Changsha, Shenzhen, Xi'an Customs, Liaoning, Heilongjiang, Shanghai, Jiangsu,Financial service outsourcing, Hunan, Guangdong, Shaanxi and other provinces (municipalities) commerce department:
To implement the State Council on the promotion of the spirit of service outsourcing industry,quality assurance companies, support service outsourcing enterprises to actively undertake international service outsourcing business, outsourcing has now decided to model in some cities, to carry out international service outsourcing business for the implementation of customs bonded supervision of imported goods experiments (hereinafter referred to as pilot .) Pilot work-related matters are hereby notified as follows:
First, the pilot cities: Shanghai,Data convention outsourcing, Dalian,outsourcing software development, Shenzhen, Nanjing, Suzhou, Wuxi, Harbin, Daqing, Xi'an, Changsha City.
Second, the pilot enterprises: pilot cities of the technically advanced service enterprises.
Third, in accordance with the "Ministry of Commerce,quality assurance service, State Administration of Taxation Ministry of Finance, National Development and Reform Commission Ministry of Science and technically advanced service enterprises on tax policy issues related to notice" (Cai Shui [2009] No. 63) requirements, the provinces and advanced technology are being carried out
Work to identify service firms. Pilot cities to their respective provincial authorities identified the list of advanced technology service companies, and assessed no longer have the advanced technology service company qualified list of enterprises, promptly inform the pilot cities directly under the customs registration, the enterprises directly under the Customs and Excise Department will be conveyed to the list location of the competent customs, recognized by the competent customs documents list and finds the record for the bonded and other relevant procedures.
Fourth, international service outsourcing enterprises customs bonded supervision of the provisions of imported goods by the Customs General Administration formulated and issued.
Fifth, experimental work is General Administration of Customs, Ministry of Commerce of the State Council to implement policies to promote the development of service outsourcing industry, the work requirements, support services around the depth of international outsourcing business to undertake concrete measures. Pilot cities where the customs and commercial departments at all levels should fully understand the importance of experimental work, pilot work to strengthen the management and guidance services.
Six pilot cities, customs and business managers at all levels to strengthen ties with the competent authorities, to do statistical summary of the work, timely communication and feedback, seriously sum up the pilot experience, lay the foundation for future promotion.
