Overview of Nanjing
Nanjing,the Capital of Jiangsu province,is also the political, economic and cultural center of the province. Nanjing is located in the middle and lower reaches of the Yangtze River, with the river flowing through the downtown area. As it is also close to the sea, Nanjing is a river and sea port. As one of the major cities in the Yangtze River Delta, Nanjing is positioned as a central city of the delta in the Program of the Yangtze River Delta Regional Planning,quality assurance companies, and serves as a link between the north and the south. Nanjing is an important pillar of the international-level city clusters in the Yangtze River Delta.
As one of the major four ancient capitals in China, its long history and profound culture characterizes the city with a strong scholarly atmosphere. Also, as one of the cradles of China’s modern education, Nanjing boasts abundant human and technological resources. Well-developed infrastructure and convenient transportation has laid a solid foundation for the development of service outsourcing. Designated as China Service Outsourcing City Base, Nanjing is increasing its efforts to develop service outsourcing to enhance its competitiveness and influences with the support of human resources.

Goal of service outsourcing development in Nanjing
Nanjing will further expand service outsourcing business operations from the current basis of software outsourcing, IC design,quality assurance service, background service, financial management and business process outsourcing to the sectors of outsourcing of R&D,Financial outsourcing, logistics and financial background service. Nanjing will continue to improve its infrastructure and platforms to attract international companies to establish their regional headquarters and R&D centers there and encourage and support the development of local outsourcing companies to create a service outsourcing cluster effect. To turn Nanjing into the first-rate service outsourcing city base in China, Nanjing has set specific goals in its 11th Five-year Plan, which are as follows:
1. In 2010, the total output of service outsourcing business will reach 40 billion RMB,Data processing companies, with an annual average growth rate of over 40%.
2. Service outsourcing exports will reach over 5 billion RMB.
3. One hundred and fifty domestic and foreign companies will establish service outsourcing companies in Nanjing,Data convention outsourcing, with 100 of them passing CMM/CMMI3 certification, and 20 passing CMMI5/CMM5 certification.
4. There will be 3 companies with an employment of over 10 thousand and 20 companies with an employment of over 1 thousand.
5. Fifty thousand university graduates will be attracted to work in the industry, with the total employment of the industry amounting to over 200 thousand.
Preferential policies of Nanjing Government to encourage service outsourcing
To improve the environment for the development of international service outsourcing industry to actively absorb global service outsourcing business shift, Nanjing Government promulgated several polices to facilitate the growth of the service outsourcing industry on September 23, 2008. From 2008 to 2010, total investment from the Nanjing Government and sub-prefecture governments will be no less than 3 billion RMB for the development of international service outsourcing infrastructure and implementation of the preferential policies and awards.
The Government awards the leading international service outsourcing companies according to their performances. The companies that employ over 5,000 people and gain over US$ 100 million in annual revenues from international service outsourcing will be awarded 10 million RMB. The companies that employ over 2,500 people and gain over US$ 50 million in annual revenues from international service outsourcing will be awarded 5 million RMB. The companies that employ over 500 people and gain over US$ 10 million in annual revenues from international service outsourcing will be awarded 2 million RMB.
The companies that gain US$ 1 to 10 million in annual revenues from international service outsourcing and grow over 30% will be awarded 0.5 to 1 million RMB based on their growth.
In addition, the Nanjing Government also formulated supportive policies to drive the development of service outsourcing, such as provisional regulations on encouraging domestic and foreign large companies to establish headquarters or regional headquarters in Nanjing and policies on promotion of service outsourcing, development of cartoon animation and software industries, and preferential policies for the Nanjing software park.
