Whisk the first 5 ingredients (through honey) in a small bowl. Whisk in olive oil and season with salt and pepper. Cover with plastic wrap and set aside.Blanch the snap peas in boiling water for about 2 minutes, until crisp-tender.Drain and rinse under cold water to stop the cooking.
