The People's Daily is the official mouthpiece of the Chinese government. The announcement was made by the Xi'an government itself,<a href="http://www.orbto.com/software-outsourcing/" target="_blank" class="postlink">custom software development</a>, during a press conference in the city. <br />A mid-summer Silicon.com article cites, " The Terracotta Army was built in Xi'an in 246BC but more recently the government has injected $1.5bn into its infrastructure. The Xi'an' Software Park, part of the development, is currently home to 20 BPO [Business Process Outsourcing] companies,<a href="http://www.orbto.com/business-process-outsourcing/localization-software/" target="_blank" class="postlink">Localization Software</a>, which mainly provide back-office processing for industries such as healthcare and financial services. One example: CompuPacific, which processes car loan requests for a company in New York." <br />In other words,<a href="http://www.orbto.com/" target="_blank" class="postlink">Offshore outsourcing</a>, Xi'an as a second-tier city in China after the likes of Beijing and Shanghai already has a track record in the BPO field. And the local government is putting muscle behind the words in tax incentives and other incentives to companies that set up shop there and to professionals that choose to make their home in the district. <br />The Silicon.com article goes on to say,<a href="http://www.orbto.com/business-process-outsourcing/localization-software/" target="_blank" class="postlink">outsourcing and globalization</a>, "But Xi'an is selling on its own merits - with a large pool of cheap human resources from the 100 universities in the area,<a href="http://www.orbto.com/offshore-outsourcing/printing-solutions/" target="_blank" class="postlink">Outsourcing Solution For Retail Goods</a>, it hoovers up around 3,000 computer graduates every year, each earning approximately $120 a month - half the wages for the equivalent job in Beijing." <br />So, though China in general and Xi'an in particular are miles behind the Indian BPO powerhouses, let there be no doubt about the Chinese government's and its entrepreneurs' resolve to develop China's own services outsourcing industry.</span></td> </tr> </table></td> </tr> <tr> <td colspan="2" height="1" class="spaceRow"><img src="http://picsrv.fora.pl/Boyz/images/spacer.gif" alt="" width="1" height="1" /></td> </tr> </table>
