As the only high-tech park in downtown Shanghai, Shibei Hi-Tech Park is actively developing itself as a modern service industry base to keep pace with the city's rapid growth.
The park was founded in 1992 by the local government of Zhabei district to focus on the information technology, logistics,Localization Software, new energy and new materials industries, which China has given top priority to of late.
It was listed by the Bureau of Shanghai World Expo Coordination as one of the sites in a series of campaigns that promote the theme of Shanghai Expo.
The 3.13-sq-km park, which sits on the northern edge of the downtown area, hopes to exploit its geographical advantage and transform itself into a cluster of headquarters of Chinese and foreign enterprises.
"The park's strategic location gives it a unique advantage in terms of being able to service the enterprises within its gates," said Zhou Qun, general manager of the Shanghai Shibei Hi-Tech Group, which owns and manages it.
Clients are often sold on the park's location next to a main thoroughfare that connects the northern and southern hemispheres of the city.
It also provides easy access to all of the highways running to neighboring cities in the Yangtze Delta, the most prosperous and dynamic region in China.
Meanwhile, subway line No 1 runs conveniently close, and over 25 bus lines depart from the park's front gates, providing direct links to all parts of the city. The park is 8 km from People's Square, 20 km from Hongqiao Airport, 50 km from Pudong International Airport and 15 km from Zhanghuabang International Freight Port.
So far, more than 2,outsourcing and globalization,400 enterprises have signed up, 1,600 of which stand as pioneers in their respective fields. About 20 percent of them are foreign-invested.
However, Zhou said the industrial base has more to offer than just an attractive location.
"We make full use of our professional experience, broad talent pool and service advantages to offer outstanding, highly efficient and professional services," she said.
Other amenities include shuttle buses that run every five minutes, banks, shopping malls, an indoor botanical garden, serviced apartments, cafs and various restaurants. Business functions and corporate events are serviced by a 10,000-sq-m VIP business club.
The four largest telecom companies in the city have all set up their data centers in the park,custom software development, thus enriching it with the latest telecommunications networks available. A 110,000-kv substation powers the quadrant's R&D divisions and service-outsourcing operations around the clock.
The district hosting the park has a population density of 24,258 people per sq km, with 300,000 people alone in Daning Life Hub, Yonghe New Village, Dahua New Village and Pengpu New Village, all of which lie within a 5-km radius. This perk, together with the park's proximity to the campuses of Fudan, Tongji and other prestigious universities, helps shore up its talent pool.
There is another,Outsourcing Solution For Retail Goods, larger pool of skilled industrial labor a mere 3 km away in Pengpu Industrial Zone, which takes care of 50 large and medium-sized factories.
In addition to this, partners like the Returned Chinese Overseas Students Service Center and Tsinghua Science Park provide more benefits in terms of cooperation opportunities.
In a bid to help its enterprises develop, a professional working team was set up to observe and analyze their development cycles and provide business consulting.
Meanwhile,Offshore outsourcing, newly established logistics and other associations offer timely industry information, set up conferences and exhibitions, and help enterprises seek preferential policies.
Another major selling point of the park is its service platform, Shibei Bank-Enterprise Interlink. Designed for small and medium enterprises, this gives much-needed assistance to companies as and when they encounter financing problems.
Given the various advantages, it is now starting to establish itself as an attractive destination for industry alliance summits. Key international meetings in the construction and information industries have been successfully hosted there in recent years.
Workers benefit from being employed on-site courtesy of functional departments, such as labor and social security stations, and talent workstations, which help guarantee their welfare and rights.
Zhou said the management team cuts no corners to make sure clients receive the best-possible service.
"We respond quickly to customer inquiries regarding all aspects of investing and working here," she said. "This extends to dining, transportation and environmental protection."
"We are planning to establish a branch of our hi-tech park in Nantong City, Jiangsu province. This will serve as a 'rear area' for the development of our main park in Shanghai, with a heavy accent on developing the shipping, textile and energy industries.
"Other service branches will be established in Beijing, Hong Kong, Singapore and Japan as a way to strength the communication and cooperation with the respective headquarters."
